Cobalt integration to fetch server details

Connect to Cobalt API to fetch account information for each person. This would remove the need to provide anything more than an API token to deploy your application.

This process could prompt the customer to provide their API key when they run: cap boxcar:config

This would assume that we've implemented the SSH key stuff already as well.
